Dr. Luis TERCERO ESPINOZA heads the Raw Materials Business Unit at the Department of Sustainability and Infrastructure Systems of the Fraunhofer Institute for Innovation and Systems Research (ISI) in Karlsruhe, Germany. Critical raw materials, modelling material flow, circularity and the changing demand through emerging technologies are important areas in his work. Luis played a key role in supporting the Ad-hoc Working Group for Defining Critical Raw Materials in 2009-2010, which ended with the publication of the first list of Critical Raw Materials for the EU (2011), and has actively taken part in the updating and subsequent development of the CRM List since then. He is a member of the management board of Entwicklungsfonds Seltene Metalle (ESM Foundation, Berne, Switzerland), which supports research and development activities in the field of rare and critical elements. Luis trained as a chemical engineer (B.Sc., M.Sc., Dr.-Ing.) in Nicaragua, USA and Germany.
